The reader sidebar dropped queued drafts from Drafts, so the queued constitutions you could see were the ones sitting in Awaiting review or Aloft. Queued drafts now show in Drafts. A queued row that has no live worker shows a muted mono-caps QUEUED where the worker state would go, styled like the existing role-hold text. Hovering it shows "Queued after ". Rows in Awaiting review are closed, so they stay where they are.

The Desk marks a queue differently: the predecessor carries a +N queued control. The sidebar marks each queued row instead.

UI suite: 1,544 tests pass.

Include folded drafts and replace worker text with a muted queued label naming its predecessor. Preserve closed queue members' review state and live workers' controls.
