View first Ledger API Protobuf endpoint

This pull request applies the shared Protobuf history report to Ledger API overview, package, and endpoint pages in both canonical and legacy output trees. It replaces each index entry point with an overview and adds redirects that preserve the previous routes.

A Ledger Protobuf operation preserves protocol details and message structure while using the shared lifecycle presentation.
