View first Admin API Protobuf endpoint

This pull request generates and embeds normalized lifecycle history for Admin API Protobuf overview, package, and endpoint pages. It adds independent Admin-only regeneration, replaces the previous index entry point with an overview, and redirects the old routes.

The Admin Protobuf overview uses the same collection layout and package navigation as the other generated references.

Mintlify skips this branch-specific deployment because the PR base is another stack branch; this screenshot comes from the accumulated #1486 preview.
