[HIGH] Babel core 8 is incompatible with the pinned Babel 7 preset stack

This change bumps @babel/core to 8.0.6 but leaves @babel/preset-env/@babel/preset-react/@babel/preset-typescript on 7.x, which creates an unsatisfied peer dependency graph.

On a clean checkout, npm ci in src/Elastic.Documentation.Site fails with ERESOLVE (@babel/preset-env@7.29.0 requires @babel/core@^7.0.0-0), so CI install/build/test for the frontend is blocked.

Please either keep @babel/core on 7.x in this PR, or upgrade the Babel preset/toolchain packages together to versions that explicitly support Babel 8.
