Adds the signed Contributor License Agreement for HDDS (Naskel) under
CLA/CLA_HDDS.md, per CONTRIBUTING.md, to enable HDDS's participation in the DDS-XTypes interoperability tests.HDDS is an independent, clean-room pure-Rust DDS implementation.
