Adds the signed CLA and the HDDS application code for the DDS-XTypes interoperability tests, per CONTRIBUTING.md and following up with Angel and Gerardo.
CLA/CLA_HDDS.md: signed Contributor License Agreement for HDDS (Naskel).src/rs/HDDS/: the test_main application driver (Cargo.toml + src). The HDDS engine is consumed as a dependency (github.com/hdds-team/hdds), so no engine/SDK code is checked in, consistent with the other vendors.HDDS is an independent, clean-room pure-Rust DDS implementation. This supersedes #17 (which targeted master with the CLA only).
