Adds non-normative guidance to PEP 825 about how installers/tools may handle variant wheel selection when multiple package sources are involved, and removes the previously “out of scope” note that deferred the topic.

- Added a new non-normative section discussing multi-source candidate collation vs. per-source selection and how to handle conflicting variant metadata.
