Break TaskActions into two sections

Description

Split the TaskAction list into two sections, rather than having it overflow.

TODO: consider merging this into the TaskActions update downstack.
TODO: move delete action to Node Actions and view YAML to Component Actions
TODO: write tests for the new UI Blocks
